Campagnolo Veloce 10 Speed Ultrashift Groupset

Campagnolo Veloce 10 speed ultrashift groupset. Great shape with photo depicting the marks. Shifters are ultra and click through crisply but the buyer should bid with the idea that they may need some maintenance and fine tuning for it to be perfect. Everything works except the rear derailleur. The rear derailleur cage is in disrepair and has very little to no tension. The cage will extend all the way out without returning to its original position. I have no idea what is wrong or how to fix it as I have never dealt with that issue so it will need to be repaired or used for spare parts.
